The Challenge

Following the success of the Covid Mass Vaccination Programme, Cardiff and Vale University Health Board (CAV UHB) were looking to build on the capabilities and lessons learned from the Mass Vaccination Programme to develop a new operating model for all immunisation services offered by CAV UHB, including the Health Board’s partners. Q5 were asked to assist with the creation of new governance structures and design the resulting transformation programme of work.

The existing provision was complex, sitting across two Clinical Boards, with multiple delivery channels and external partners. As well as facing its existing challenges, it was not equipped to cope with the increased demands brought by an expansion of the flu programme, and the integration of COVID-19 vaccination.

Our Approach

Q5 supported CAV UHB in designing this new service using our organisation design methodology – the Metro Map, and its toolkit to guide the process:

  • As-Is assessment, including qualitative interviews with internal and external stakeholders and quantitative analysis of historical service, demands gathering information. From this assessment, an as-is operating model and governance structure was created, alongside a clear understanding of the challenges faced by the existing provision.
  • A common vision and purpose was established through workshops with key stakeholders. This was used throughout the rest of the work to guide decision-making and build a programme of work to achieve the Health Board’s vision.
  • The Future Immunisation Service Model project was developed in collaboration with various operational teams. Q5 guided the ideation and selection of priorities before helping the team build out detailed project plans for implementation using a phased approach. 
  • Project benefits were closely aligned with programme benefits and the Health Board strategy, collaborating with other work within the Health Board for full integration into strategic portfolio structure.

Key Outcomes

  • A clearly defined, phased programme of work which enables CAV UHB to implement a more person-centric, effective immunisation service
  • Governance structures were redesigned to allow decisions to be made and communicated quickly across the service. They fit clearly into the existing structures elsewhere in the Health Board
  • Upon implementation, the Health Board’s approach to immunisations is now more holistic, with empowered and centralised forums for strategic and operational discussion
  • Improvements to digital governance to allow for closer collaboration with operational teams to prioritise and implement changes
  • Identification of non-recurrent investment opportunities to produce ‘quick wins’ to improve the immunisation service
  • The Mass Vaccination Programme’s capabilities to deliver vaccinations efficiently and at scale is replicated across the new service
