As Cardiff and Vale was nearing completion of the core COVID-19 vaccination programme to the adult population, there were highly uncertain and rapidly changing requirements for a Booster Programme, and a potential expansion to deliver a first course of vaccination to school children. Cardiff and Vale needed to be prepared for rapidly emerging delivery scenarios and poised to act quickly on information as it was released.
Q5 were already delivering programme support to the Mass Vaccination Programme, which had involved governance redesign, strategic support and data modelling. While existing governance structures were well-suited to operational and strategic requirements, there was an increasing need for planning activities to occur. In addition, with the core programme close to completion, various venues and workforces were soon to be unavailable. The Health Board needed to quickly identify if this was going to impact any increase in its ability to deliver future elements of the programme.
