The Challenge

As Cardiff and Vale was nearing completion of the core COVID-19 vaccination programme to the adult population, there were highly uncertain and rapidly changing requirements for a Booster Programme, and a potential expansion to deliver a first course of vaccination to school children. Cardiff and Vale needed to be prepared for rapidly emerging delivery scenarios and poised to act quickly on information as it was released.​

​Q5 were already delivering programme support to the Mass Vaccination Programme, which had involved governance redesign, strategic support and data modelling. While existing governance structures were well-suited to operational and strategic requirements, there was an increasing need for planning activities to occur. In addition, with the core programme close to completion, various venues and workforces were soon to be unavailable. The Health Board needed to quickly identify if this was going to impact any increase in its ability to deliver future elements of the programme.​

Our Approach

  • Preempting the need for an expanded programme, Q5 scoped, developed and tested an updated, constraints-based data model, in collaboration with CVUHB. The model was designed to inform strategic decision-making ahead of a Booster Programme, incorporating vaccine supply, workforce availability and physical capacity to model complex cohort information and identify limiting factors in delivery. The core outputs included predicted end dates by cohort, and a range of diagnostic graphs for interpretation by strategy and planning teams.
  • In response to the growing need for planning, Q5 supported a refresh of the governance structure, designed to facilitate rapid decision-making. Meetings were placed following national forums, and broke down the complex system of work into clear workstreams for action. There was care taken to avoid disruption of the ongoing delivery of the core programme.​
  • Q5 supported the rapid creation of documents & reports for presentation to the Programme Board. With decisions being made quickly, the team needed support with documenting and presenting these for approval. Q5 organised and facilitated discussions with team members to reach key decisions at pace.

Key Outcomes

  • Governance structures were redesigned and implemented quickly, allowing the team to successfully plan the Booster Programme, and deliver it at short notice.
  • The Q5-designed data model provided clear requirements for workforce, estates and pharmacy teams to plan their elements of delivery. Booking teams were able to forecast eligibility of the population with a six-month gap between courses.
  • Key decisions, for example the definition of frontline staff, were actioned quickly and documented clearly. This allowed delivery cohorts to be redefined swiftly, and booking strategies to be developed in a timely manner.
  • The completion of main programme remained undisrupted throughout the planning period for the Booster and Children Programme.
  • Delivery of over 40,000 booster vaccinations and achieved uptake targets for vaccination of children across Cardiff & the Vale of Glamorgan.
