The Challenge

Channel 4 had announced a new strategy which set out the development of a new HQ and two creative hubs with 300+ staff outside of London while maintaining a smaller version of their current London office. The move to new regional offices across the UK also needed to ensure that the organisation was set up to deliver the three-year strategy, with a renewed focus on:  

  • Accelerating digital
  • Supercharging Channel 4’s impact with young people
  • Continuing to promote a creative & inclusive culture

Our Approach

Q5 were engaged to assist Channel 4 with the organisation design of the multi-site operation, ensuring that the number of roles and activities moving were aligned with the scope that had been agreed with government and communicated to the public. 

The project was delivered over three key phases: 

  • Scan – Rapid organisational assessment and diagnostic: understanding how the existing organisation was set up and what some of the strengths and weaknesses were. Following a series of workshops & 1:1s, we created a number of organisational hypotheses to test in the next phases of work
  • Organisational blueprint – Agreeing the operating model: operating model principles and design options were discussed with a steering group and debated with the Exec to clarify the direction of the future organisation and what could move where. This allowed us to begin to asses, at a high-level, the potential structural and ways of working changes required
  • Detailed design – Designing roles and structures: End-to-end structures across the 4 office locations were developed, along with the purpose of each office, rationales for impacted roles and future job descriptions agreed.  

All outputs – datasets, organisation charts, job descriptions and final recommendations – were then presented to the Exec and handed over to internal HR owners in preparation for the consultation process.

Key Outcomes

  • Designed the end-to-end Channel 4 organisational structure across three new regional locations (meeting the 300+ staff target for outside of London), in preparation for the organisation’s biggest change in 35 years.
  • Successfully sought buy-in from each Exec about the roles and activities required across 10 functions to effectively operate across locations and meet the 3 year strategy across all Channel 4 locations.
  • Created a compelling narrative and purpose for each new office to feed into the consultation process, along with detailed rationales and job descriptions for all impacted roles.
