Capability uplift program

The Challenge

The NSW Department of Education had mobilised a network of ~200 Culture Champions, whose purpose was to support and help embed new Ways of Working (behaviours and mindset shifts) in their teams on a day-to-day basis. The role was voluntary, and Champions were experiencing mixed success 18-months on from launch. Many struggled to incorporate their responsibilities as a Champion into their daily roles and workplaces or make the required impact on their teams and stakeholders.

Q5 was asked to develop and facilitate a capability uplift program for the Culture Champions that equipped them to find ways to shift the daily habits/behaviours of their teams, embody the ways of working in their day-to-day roles, and improve their capabilities in supporting cultural change.

Our Approach

  • Conducted interviews with the Culture and Diversity team and ran a focus group with ~20 champions to identify and understand where capability gaps existed.
  • Co-designed a pilot program consisting of 6 virtual 90-minute sessions, to be delivered over 6 months, focusing on addressing Champion capability gaps and needs. Sessions were designed to be engaging, practical, theory-light, and promote conversation.
  • Delivered the pilot program to a cohort of ~30 Culture Champions to uplift their capability and enable them to confidently support change.
  • Designed a ‘behavioural nudge’ to accompany each module, which as sent out between sessions, consisting of activities and/or resources for the champions to use in their daily/weekly meetings and forums.
  • Session materials and supporting artefacts (tools and tactics) were handed-over on conclusion on the pilot program, to ensure the program could be scaled and facilitated to future cohorts from the wider Champion population.

Key Outcomes

  • An engaged cohort of Culture Champions with improved confidence and new behaviour skillset to create a culture supportive of change in their teams.
  • 100% of respondents are ‘very likely’ (highest score) to recommend this program to other Culture Champions given their pilot program experience
  • All participants have an improved understanding of their role as a Champion
  • All participants are more confident in playing the role of a Champion following the program
