The Challenge

Cardiff and Vale University Health Board (CAV) stood up a mass vaccination programme to immunise their population of ~500,000 against COVID-19. The organisation had not delivered immunisation programmes of this scale and pace before and required support to organise and deliver the programme effectively. As a key output of the sprint supported by Q5, CAV also needed to stand up the largest vaccination centre in Wales part-way through the vaccination programme.

Our Approach

Q5 supported CAV UHB in a variety of aspects of the mass vaccination programme:​​

  • Bayside Mass Vaccination Centre – From inception to launch, Q5 provided a PMO team to support all aspects of the set-up of the largest mass vaccination centre in Wales. The primary role of this team was to support workstreams across the UHB and local councils; developing programme plans and keeping track of risks, issues and decisions. The PMO team continually identified workstream interdependencies and removed blockers, ensuring the governance processes allowed team members to perform at their best.
  • Programme effectiveness – Q5 worked with the Executive leadership of the vaccination programme at regular intervals to improve the programme’s governance, structure and way of working. We leaned on our deep organisation design expertise, reviewing and redesigning the programme’s roles and responsibilities, and providing a lean and efficient programme operating rhythm.
  • Stakeholder briefings – Q5 supported key stakeholders with briefings delivered to critical external stakeholders, such as Welsh Government and local councils. 
  • Data & capacity modelling – Working alongside CAV UHB, Q5 shaped and designed data models for the vaccination programme. This incorporated vaccine supply data, capacity through multiple channels, and actuals as they were released to inform projections.
  • Booster programme design – Towards the end of this project, Q5 designed and facilitated a workshop for key stakeholders to discuss, strategise, and plan for a likely future vaccination booster programmeLearnings from the existing programme and facts and assumptions about the booster dose programme were used to create a baseline scenario for capturing recommendations for improving the delivery of vaccine boosters.

Key Outcomes

  • Bayside Mass Vaccination Centre – the largest in Wales – was launched successfully and on-time.
  • Programme structure, rhythm and governance was streamlined.
  • The structure of the programme allowed Cardiff and Vale to adapt to highly variable vaccine supply while maintaining a high standard of delivery throughout.
  • Q5 are currently supporting the programme in exploring an expansion to a permanent vaccination service.​
  • During our time supporting the acceleration of the vaccination programme in Cardiff, Wales was the third-ranked nation globally for the proportion of adults vaccinated against Covid-19.
